Open Question: How can i convince my mom to let me go out by myself?

Okay, well, i haven't asked my mom yesterday. I'm 13 years old and she doesn't let me -.-' I know what's good and wrong already, i go to a private catholic school. My grades are pretty good, i know she's proud of them. I have a C+ that i have to raise to a B, No problem. I'm really responsible, ummmmmm, I don't plan on going out after 9pm, and she knows most of my friends.... We live in a good area, Los Angeles county.. Do you think 13 is a good age to go out? Just to the movies, theme parks, etc. And how can i convince her? Thanks :DD Oh and i have a cell phone too (: w/ text.
