Open Question: Am I justified in wanting to file a complaint with the department of housing about my rental apartment?

The kitchen counter and cabinets in my apartment are the original from when the building was constructed in the late 1960s, and they are literally crumbling apart now. We're in Los Angeles, and you can see all the cracks in the walls behind the cabinets from the earthquakes. After a relatively minor quake last year, a cup fell from a shelf and hit the counter top and cracked it, and a chunk of it fell off. I told my landlord about it, and he just glued it back on. He treated all the other many cracks and in counter with this sort of polish-like material that just looked horrible and didn't fix the damage at all. One morning last December I walked in the kitchen and badly cut my foot because during the night that piece fell off and cracked, and there were pieces of it all over the floor. I called my landlord about it then and asked that the counter top please be replaced (I'm one of the only people in the building that still has the original) and she said the building was being turned over to a management company and asked that I wait until January. The landlord is nearly 90, so I've tried to be very mellow this whole time I've been here, and I agreed to wait it out. The management company has turned out to be far less competent, and has done nothing. Another corner of the counter that had been cracked before fell off and broke, once again leaving pieces all over the floor, and the counter is crumbling near the stove and the sink. There are pieces of it that fall off in the sink frequently. The cabinet shelves are broken, and piece of the support detached and is just hanging there. There is mildew from water damage a few years ago that is just covered with a piece of plastic, so I don't keep any food in there. I've taken pictures and spoken to the management company numerous times, and they've flaked on appointments they've made to come see it, and don't return phone calls. I don't want to have to deal with the huge stress and expense of moving. I just want the cabinets and counter to be replaced. Is this the sort of thing the department of housing to file a safety complaint over, or do I need to continue to deal with a lazy management company? I just want a functional kitchen. I'm sorry this is so long. Oh, and the landlords are a husband / wife team that are 90, so that's why I say "he" and then "she." Sorry if that was confusing.
