Open Question: Labor Union says this government inspector can't be fired, even though he tried to rape a woman, is this right?

Los Angeles County food inspector tried to rape a young girl, in a back room. It was all caught on video, but it really doesn't matter, because this inspector belongs to a POWERFUL LABOR UNION, so he's "suspended" but is still getting full pay. Is this the sort of working conditions that Public Sector Unions protect against ?
