Open Question: Is it true that The County of L.A. is laying off and doing extensive investigations in order to do so?

I was wondering who is doing the investigations(union, sheriff, another party; Is it supposed to be okay for a man(for an investigation) to follow a woman and her 5 year old in the dark at night in a deserted parking area behind a mall? security came to see why he was walking up on us. Found out he's a part of the weird investigation thing going on because I saw him on my way to take my son to school one morning standing on a corner near us again. He looks like that tall skinny black comedian on Comic View(los angeles) who does the robot noises and the terminator voice, but aren't there rules?
